Is the schedule available on the Basic plan?

No. The appointments schedule is a Pro plan or above feature. The Basic plan includes job, customer and vehicle management, but without a scheduling module.

Can each appointment be assigned to a specific mechanic?

You can include notes about the work to be done and the person responsible. Explicit assignment by mechanic is a feature being expanded in future updates.
